We plan to host an internship program. After the program begins, is it possible to change the host company or institution where the internship is conducted?
Internships are an important program for students to gain professional skills and practical experience. In Japan, hosting international interns is subject to strict rules and procedures. In particular, changes to the designated host organization may require prior procedures and careful handling.

Basic Policy

 In principle, changes to the host organization of an internship are not permitted. This applies even if the internship is carried out at another branch of the same company that was not declared at the time of the Certificate of Eligibility application. For example, if an internship was declared at Company A’s Tokyo headquarters but is instead conducted at the Osaka branch, such a change will not be automatically accepted.

Exceptional Circumstances

 However, in cases of unforeseen circumstances such as company bankruptcy, a change of host organization may be permitted as an exception. In such cases, a formal application for a “Certificate of Authorized Employment” must be submitted.

 The Certificate of Authorized Employment is a system whereby the Immigration Bureau confirms in advance whether future visa renewals at your company will be permitted, based on the type of work being offered to a foreign employee who already holds a valid work-eligible residence status. Review by the Immigration Services Agency

 After submitting the application, the Immigration Services Agency will review the case. If the Certificate of Authorized Employment is issued, the internship at the new host organization becomes legally valid.

 If an internship begins at a different host institution without applying for this certificate, no immediate penalties are typically imposed. However, if this fact is later discovered during a future visa review, the company may be subject to an inquiry or guidance on proper procedures.

 Therefore, if it becomes unavoidable to change the internship host organization, it is strongly recommended that the host company apply for a Certificate of Authorized Employment to ensure compliance.
